Uninstalling Group Policy

I reset my machine to factory settings on Windows 8 and Group Policy was running.
I then upgraded to Windows 8.1 with a clean install, but Group Policy is still running.
Windows Update gives error codes first it was 8024A000 and then 80245004 and now 80070490. "Detected possible
Windpws Update Database Error: Possible issues may prevent Windows Update from maintaining the system
up to date. Windows Update components need to be repaired. At least one component of Windows Update is incorrectly configured. "
Control Panel - All Control Panel Items - Troubleshooting - Use Windows Update to fix problems.
Through this, the repair with administrator privileges succeeds in being able to download updates, but if I start
the machine restarts so the problem recurs and needs to be repaired through troubleshooting again. I sharked through Bing
error codes and I accessed the Microsoft website and there is a WSUS folder in the Group Policy that I have
was lost before I did a factory reset, but the Waas folder was, but now that too is gone.

So I want to delete this Group Policy because I accidentally downloaded it two years ago and thought I deleted it,
but there it is still working, and I can't get it removed in any way, and I can't even find a program to
managed. I asked for advice before, but it broke when it took so long to download updates for these different versions of Windows
because of my long slow internet connection. The link below is my original query

Event Viewer - Application and Service Logs - Microsoft - Windows - GroupPolicy has a subfolder in Action.
There are 646 transactions and a size of 1.07 MB. The event log includes: Product Name: Microsoft Windows Operating System,
Product Version: 6.3.9600.16384, Event ID :, Event Source: Microsoft-Windows-GroupPolicy,
Region settings ID: 1035.

Log Properties - In Action, Full Name: Microsoft-Windows-GroupPolicy / Operational,
Log path:% SystemRoot% \ System32 \ Winevt \ Logs \ Microsoft-Windows-GroupPolicy% 4Operational.evtx
Log size: 1.07 MB

In Resource Manager, a search is performed for 723 files named GroupPolicy. I got deleted by selecting all and doing the delete
and there are 353 files left that I can't delete.

I don't know if this is related to this or if there is a different problem. I have folders in blue

My problem is how do I uninstall Group Policy?
