I would request you to provide the below details for further discussion on this issue:
When you say "You already have a connection set up and it works perfectly. The error is when creating a new one.", are you configuring P2S connection on a new VPN gateway? If yes, what is the VPN SKU?
Could you please share a screenshot of the error along with the P2S config page?

There is a configured and functional S2S (IPsec).
The error occurs when adding a new S2S(IPsec) connection to VPN gateway.
VPN Gateway.
SKU : Basic
Gateway type : VPN
VPN type : Route-based

1. What is your Azure subscription type? Is it EA or Pay as you go?
2. How many existing S2S(IPsec) connections you have in this VPN gateway? Is it only one?

setting up the vnet's gateway and subnet when creating the VPN and not before it or removing the NSG Associated with the GatewaySubnet, allowed the VPN to establish a connection
