By "All cookies allowed", do you mean you have already followed the official document below to add the sites listed into the "Sites that can always use cookies" setting?

I have the same issue, and changing this cookie setting didn't work, also private navigation doesn't work.
I am using a school account, and trying another browser is not that easy on chrome os

Do you perhaps have a Teams desktop client installed and is that working as expected?
Same problem for me. It was working last 2 weeks and it stopped working some days ago...
It seems the probem occurs with Chrome OS flex developerchannel only.
I switched the OS back to stable Canal Version 101.0.4951.63 and it works again.
