Do you have SQL Server installed? It does not seem so from the start menu. Why do you need the Configuration Manager?

Please also try to go to Windows System32 folder and find SQLServerManager10.msc file to open SQL Server Configuration Manager. You can also add it to Microsoft Management Console display.
