I'm a new Sys Admin and one of my tasks is to change these settings so that they can only be changed and the power plan settings can only be changed by an Admin. If a regular user is to sign in, they should not be able to change any of the options or modify plan settings. I've been told this can be done through a GPO but I can't seem to find which will actually accomplish this. Thanks.
Try configuring everything via Admin templates: Computer Configuration\Policies\Administrative Templates\System\Power Management
If you would use Group Policy Preferences, it would not block the settings, but Admin templates will.
