How do I get rid of that "this setting is managed by your administrator" on windows defender (Windows 10)

I have spent DAYS of my life trying to get rid of it, but nothing works.

I'm trying to install something that my computer is trying to get rid of when its a perfectly fine file and I can prove it

so I went to turn real time protection off but

sorry for being rude just I'm getting sick of it
can't microsoft just iron it out of the OS
