unable to increase quota

unable to increase quota for standard bs family vcpu's in us west2 region. error "we are unable to increase your quota". waiting for reply from Microsoft for past 4 days.

Did you open a Quota request as it is stated on the next article?

Also, I am wondering if you had issued this command so, you can get further details about this quota limitation.

az vm list-skus --location xxxxxx --resource-type virtualMachines --zone --all --output table

You should specify the location on the command given above.

Currently, there is an outage issue going on with availability and its primarily affecting free subscriptions and newly created subscriptions.
