Taskbar and most of file explorer of windows 10 suspend , I can't do any thing even I can't open properties of my computer until disable network adapter but after I enabled the problem back again, I doubted on kaspersky but even after uninstalling it the problem still there and recently we formatted PC and didn't install any application just login into domain user and the problem not solved
Try performing a Clean Boot and see if the problem persists?

I can understand you are having some issues related to Task bar freeze or Hang.
Please try to Disable any Antivirus program or Windows firewall you may have for temporary purpose.
If this is Domain joined PC please check if there is Software or Group policies being pushed which prevents to use of Task bar.
Please try to boot PC in safe mode and check if the Task bar still hangs.
Please try to login with any other Domain user and see if Task working from other user profile.
