Standard_NV4as_v4 "notavailableforsubscription" error

I am trying to setup a virtual machine running Standard_NV4as_v4 CPUs but I am not able to select the size. In the size selection menu I get the error that it is not available for my subscription even though I have enough quota for what I am looking to run. I have tried this on a number of regions in which this size should be available but receive the same error.

I am currently on a pay-as-you-go subscription.
