Just after the April updates applied to the server, bot stopped working, although I am not sure it is the cause. Updating the server to 2203 did not solve the problem (but we did get a dark theme at least :-))

Configuration Manager grants this permission smsdbrole_MPUserSvc to the computer account that hosts the management point to support user-based application requests.

We have a user based collection for developers where we advertise software as available. We had no issue with software Center since inception about 6 months ago until the last weekend. We could open software Center but it's empty, nothing showing.
As a test, we created a device affinity for the same user collection and advertised the same packages to that device collection, software center shows all the advertised applications, so we think this has to do with user based advertisement
