My organization has 9 desktop that we want to deployed as shared multi-user devices with guest account. We want the guest users to be able to use the desktop office apps. How can we activate the apps like word and excel without having to assign a license to each individual PC? We tried assigning a one of the Microsoft 365 E3 license to the group the 9 PC are apart of but that did not seem to work.

What kind of guest account you're trying to create? Is this a temporary guest account or permanent guest account for each PC?
As far as I know the Office 365 license usually account-based activation for per user. Based on your description, it seems taht you're trying to find the device-based license, I suggest you refer to this support article, if you want to use the device-based license for Microsoft 365, "The Windows client device on which Microsoft 365 Apps for enterprise is installed must be Azure Active Directory (Azure AD) joined or hybrid Azure AD joined." :
