[BLE] GATT connection failed while doing BLE pair

hello,
recently, I met an issue, the steps are below,
1. PC adds BT device of android phone in Windows BT setting
2. PC starts BLE advertisement and publishes GATT service
3. Android phone receives the BLE advertisement and connect the GATT service
4. PC triggers BLE pair automatically
5. BLE pair fails, and GATT service connection fails too

if without step1, not add Android phone in Windows BT setting, Android phone can connect GATT service successfully.

could anybody help to check it?

Does step 4 pairing process has pin code confirmation?

yeah, there was pin code confirmation, and I tapped 'agree'
