CondaValueError: too few arguments, must supply command line package specs or --file

in visual studio code, there is image(1) error. so I clicked 'here' link.
so I followed recommend solution "conda install~" in anaconda powershell prompt.
my environment is name base in python3.9.12. kernel is base(python3.9.12). But there is that condavalueerror
