I would like to know if it's possible to have logs about that action that Teams administrators are doing ?
Example :
An administrator modify a setting inside the Admin portal of Teams (Microsoft Teams Admin center) can we have logs about this action somewhere ?

Agree with michev that admin activities in Teams can be found in the Microsoft 365 audit log.
