I'm having problems with Windows Server 2019 Essential and cal license for 50 users, the cal license is active but it doesn't work.
I get 2 connections, when the third tries to log in from the message (print below) and if it goes ok, it knocks down one of the people who was already working.
For Windows Server Essentials(server system itself), it only allows 2 simultaneously sessions/connections at same time. Also, locally logged on user occupy one of 2 sessions. It is the license limitation for Windows Server Essentials edition.

I activated a CAL license for 50 users (common users, not Admins) I still can't get users to access over RDS.
Essentials only allows a maximum of 2 Active sessions for administrative purposes only, regardless of whether or not you own RDS CALs. If you want to use RDS for non-admin sessions and/or more than 2 users you need to use Windows Server Standard or Datacenter edition.
Currently RDP only allows 2 simultaneous connections at a time. RDS role is not supported on Server 2019 Essentials.
