Forgetting PC password and Reseting PC

Hello,
I am using Lenovo IdeaPad gaming and I forgot the password after a long time. I wanted to reset the computer, I haven't done the reset before on my PC. I checked some websites, on the Microsoft support website (https://support.microsoft.com/tr-tr/windows/windows-parolan%C4%B1z%C4%B1-de%C4%9Fi%C5%9Ftirme-veya-s%C4%B1f%C4%B1rlama-8271d17c-9f9e-443f-835a-8318c8f68b9c#WindowsVersion=Windows_10) I found below-mentioned instruction for reset
- "Windows 10 before 1803 reset" (I used this type reset because I thought it is easy).
- Press the Shift key while selecting the Toggle button > Restart in the lower right corner of the screen.
- On the Choose an option screen, select Troubleshoot > Reset this PC.
- Select remove everything

After a while, the PC did not turn on and it is written "restarting" I waited for 1 night, I thought it will be turning on but after many hours and days, it still shows 'restarting'. I also tried a few seconds long-press on the toggle button 3 times. However, it did not work and still showing 'restarting'

Could you please help me with what should I do?

Another option is to boot the install media, delete / recreate partition(s) and continue the install. Just make sure to install the same edition. This method resets everything.

The problem is the computer is never open to doing something. I can not able to do anything. Just black screen with Lenovo brand.
