First Time Azure User - Cant Connect Via SQLElectron, DBVisualizer, Cant Run Queries On Aurora

I am very experienced with databases but unfortunately very new to the cloud. I have been following tutorials. I have an account. I have created a MySQL instance RDS and an Aurora instance RDS. I am now trying to connect via SQLElectron and/or DBVisualizer. I keep getting timed out. I have set it to public access. I saw the tab for SQL Editor and that it only worked for Aurora(I am doing the free edition). I enter a query which I know will fail because there is nothing in the database, but can't get it to run. The 'Run' button is disabled. Even if I try to save it and then run it won't save. I have looked at Firewalls but don't really see anything there that would block it. Can anyone help me out? I have less than a week to get this going. Please let me know of any information you might need. Thanks for all the help.

Hello, RDS and Aurora are non-Microsoft or Azure products or services. What Microsoft or Azure products or services are you having problems with?

I am working with databases so I will try the same thing with SQL Server. Perhaps I am pessimistic but I anticipate the same issues. For Azure, are the proper steps 1) create an instance of a database(whether SQL Server, MySQL, PostgreSQL, MySQL, or whatever) 2) Launch the instance? Or something like that? i.e. do I need to somehow start the database or make it active before I try to connect? 3) Now try to connect via DBVisualizer, SQLElectron, or something similar? At that time I should be able to run the SQL query editor, correct? Thank you for all the help.
