Apps from Windowsapps folder won't work and have led to other issues

None of the apps in the windowsapps folder will open. I first noticed this because Nvidia Control Panel wouldn't work. This was nearly 2 months ago. No other apps work either. The error message used to say that access was denied. I tried reinstalling Nvidia Control Panel. It didn't work. I was eventually able to find the .exe file and pin that to my taskbar. That was the only way it would work. And none of the other apps that are in the folder would work like that. I updated all of the drivers. For everything. I tried changing the folder permissions to give myself access. It didn't work. I made myself the owner of the folder. It didn't work. I had to use a command to reset the permissions to default because that didn't work and it could cause other problems. Recently, after trying some of the cmd commands that are supposed to fix this, the error message changed to "The parameter is incorrect"
I've tried every solution I can find on the internet short of a clean installation of Windows, but none of them fixed it. And after one of them, I can no longer access the Microsoft Store. I tried going into settings to reset the app, and as soon as I scroll down far enough to see the reset button, the settings app closes. And the commands to do it through cmd didn't help either. And just as I was typing this, I went to get a screenshot of the issue and when I tried to open the image, it gave me an error. Please help. Update: I was able to install the editing software I was trying to get but now video files of any format won't play in addition to pictures not opening. it gives me error code: File system error (-2147219196). when I try to play videos and the same one for pictures.

Hi there,

It seems that your Windows Components has been corrupted. If you need a quick fix to this issue , I would suggest a repair upgrade.

I tried it. It didn't fix the problem.
