I have installed a software with licensing security for hardware footprint

we are currently in pay as you go subscription.

everytime we restart the virtual machine it is detecting that the hardware was changed.

is there anyway i can set it up with on-prem like hardware.

so if we reboot or shutdown our virtual machine it would still have the same hardware footprint

That will the default behaviour across all clouds. Services will be places on different hardware during restart, maintenance or other unexpected failures.

You can try with Azure dedicated hosts where a physical server is allotted to you. This MAY solve your problem. But in that also you need to place vms and then use them. Physical server assigned also can change but not as frequently as reboot. Please check if your service is suitable for this and then use. Other than this service, no other service will maintain the same hardware.

As mentioned, this is expected in a cloud provider. If your application vendor supports deployment in cloud providers then they need to update their licencing solution to monitor properties that are static in cloud providers and not rely on things that can change.
