Create Azure Sql Server Database as serverless using EF code first migration

How can I create a serverless SQL Database on a server? when EF core creates DB using regular migration and provided connection string it creates a provisioned DB but i need a serverless DB instead

If you provide a way for the user to customize the SLO for the DB which is auto-created, that would help. But whether this is possible or not I am checking with internal team and provide you with more details
