Yea same issues here, tried all the stuff you tried and have been messing with it since the update released. Now im just afraid i may have hurt my system now in other ways while trying to fix it but idk its probably fine. hopefully windows fixes this!

Please try Reset Windows Update Components
Disable any Antivirus program or Windows firewall you may have for temporary purpose.
Reset the Software distribution folder where your computer saves the temporary update files.
First, type cmd in the Windows Search bar and right-click on the Command Prompt app. Select Run as administrator.
Then, run the following commands one by one and press Enter after each one:
net stop bits
net stop wuauserv
net stop appidsvc
net stop cryptsvc
Del "%APPDAATA%\Microsoft\Network\Downloader*.*"
rmdir %systemroot%\SoftwareDistribution /S /Q
rmdir %systemroot%\system32\catroot2 /S /Q

It installed with no errors, then I reboot and I get the message that UPDATE COULD'NT BE APPLIED (it's in italian, so maybe with ENG S.O. it's slightly different)
Problem is still there.
I guess that it's a MS problem.

Thanks for posting this. Does this mean, then, that a Repair Install solved the problem for you?
I see that update kb5014699 is disappeared from Windows Update on my laptop. The last installed update is KB5014666.
I don't see any problems with Windows Update now.
