My Office 365 Outlook Web Access still defaults to Skype for Business, which I don't really use anymore now that I have teams. Is there a way to switch it to use teams instead?

Do you mean the add in?
What is your coexistence mode?
It is up to your coexistence mode. If you are in Islands mode, you can choose either Skype meeting or Teams meeting.
If you are in Teams only mode, you can only choose Teams meeting.
After you upgrade to Teams only mode, it will wait several hours to take effect.

Asking as an end user. All I see is the skype button in OWA, nothing for teams. My team has pretty much left skype behind and is using teams exclusively. I really don't know how they are doing interoperability on the backend, from my perspective, teams stays on teams and skype for business stays on skype.

There are many associations between Skype for Business and Teams. Which icon you see depends on your organization’s configuration of Microsoft 365. You can contact the IT administrator to confirm the configuration.
