And you didn't specify the LOCATION of WSUS

I run gpresult /r in the clients and the GPO appears.

Thanks for your posting on Q&A.I agree with @Adam J. Marshall . The GPO - Specify intranet Microsoft update service location is required. We use it the specify the devices to the WSUS server to get the Needed updates.
