Using the Exchange Online Import Service I created a job to import ten PST files. Nine of these imported without issue. The tenth PST is hung at 37% with the status of "StalledDueToTarget_DiskLatency."
Is there a powershell remedy for this?

As your issue is about Exchange, we will remove the tag "office-online-server-exchange" which is used for Technical questions about integrating Office Online Server with Exchange Server.
Is it still stalled? That actually sounds very normal. This article relates to mailbox moves, but the same concept applies:

You can wait it out or stop/ resume it or recreate it, but in the end, 365 will throttle connections as it see fits.
After more than 24 hours it would not proceed with the import. I attempted the suspend / resume, but the suspend command, while accepted, had no effect. The job continued to have a status of InProgress even after patiently waiting for many hours for the suspend command to take effect.
I ended up using Remove-MailboxImportRequest and creating a new request. It's only one mailbox, about 20GB, and it is going dog slow. That said, it least it is importing now. It will probably take all weekend (maybe more).

It's great that you can get useful information in our Q&A platform. Yes, the "StalledDueToTarget_DiskLatency" issue can be caused when move a huge mailbox. Hope your mailbox can be moved successfully.
If your mailbox still cannot be moved, we may consider to reduce the mailbox size, then move again.
