While trying to re-use custom policy it is failing

Created custom policy. It is assigned successfuly without any issue for the first time.
While trying to re-use the same policy and assign to different subscription it is failing with
Resource 'xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx' was disallowed by policy. Policy identifiers: '[{"policyAssignment":{"name":"DenyRVWithoutDiagnosticSettings","id":"/subscriptions/xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx/providers/Microsoft.Authorization/policyAssignments/5e80856cc5ca4e70aa316aa0"},"policyDefinition":{"name":"DenyRVWithoutDiagnosticSettings","id":"/subscriptions/xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx/providers/Microsoft.Authorization/policyDefinitions/xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx"}}]'.
