Edge does not pickup enterprise list

I have being following this article: https://byteben.com/bb/enable-ie-mode-and-use-a-site-list-in-edge-chromium-with-microsoft-endpoint-manager/

Problem is, that the Enterprise Mode List is empty.
- I tired UNC path and http path
- I tried to access xml manually from client machine, opens fine
- I tried both Computer and User Configuration setting "Configure the Enterprise Mode Site List"
- With GPO RSOP, I recognize the GPO with pointing to XML file is applied

Solved this by adding another GPO setting from Edge node, which enables the Enterprice Mode.
