If your VM is created in Azure, you can for example start with a small/medium VM and if you need more resources in terms of RAM/CPU because performances are not OK, you will just need to stop the virtual machine, re-size vit, and restart it - so very easy.

After going on Azure Virtual Desktop or creating your own RDS infrastructure with IAAS VM on Azure is up to you. Do you want to manage the infrastructure : if you deploy the RDS Server manually, you will have to configure it, add the RDS licences, OR do you prefer something "as-a-service" - in this second case Azure Virtual Desktop can be better. You should consider add some screenshots of your configuration to allow people to understand in a better way your existing context.

From what, I've understood you have a virtual machine in Azure. This virtual machine is hosting a web site with probably IIS Web Server role installed.
Currently, your website is working as you want in http but you can't move it to https ? Correct ?

When you're trying to access to the same URL with httpS. What do you have as error message ? Long loading and finally timed out ? Warning message that the connection is not secured ? or just nothing ?

What have you exactly setup or deploy in your Tenant (Azure / O365) ?

You can therefore make these Windows 10 devices to be Azure AD Registered.
This can be donne throw Settings > Accounts > Access work or school and you will be able to click on the Connect to integrate these devices to your Azure Active Directory. It can also be done during the Windows 10 installation procedure (when you can choose local account or hotmail/MSN account - you can in fact also choose a professional account from an Azure Active Directory). Also, be sure to have configure your tenant to allow integration of devices in your Azure Active Directory (in the settings part).
