I am afraid, for now the best option we have to achieve the ask is to have VPN setup, there is no other way to have the setup for now.

We can choose simple password for Azure AD account which can be shared with all the users using the account to access the system.

Also, in regards to the windows hello, I have shared the details above on How can we disable it. Please let me know if that helped.

Hi @JasonFriedmann-8846 Yes, you are correct, we do have certain policies in place for Azure Ad password requirement and we have to choose the password based on the requirement.

I would you to choose the password which meets the minimum security requirements and you can share the same with the team. Once we have set the password, we can make sure that the password never expires the the instructions for the same is been listed in the below article:

Regarding the shared user we can have local user on the system and we can disable the password for the user.

In regard to Window hello, we can disable it on the org level using GPO, However, as we are using Azure Ad, we will have to disable it on the local policy level. (steps shared earlier). I am afraid, we will have to this piece of changes manually.

Yes, if you are paying for Office 365, you get basic version of Azure AD with it.

I understand that we need to have access to the machine where in the users do not have to type any password. Please correct me if I have misunderstood.

Based on my understanding and the discussion above, I'd like to inform that we will need to have a user account for sure. It can be from 3 channels (On premise AD, Azure AD, Local windows account) The best possible way is to have windows local account without password. where in the users accessing the machine does not have to update any password. Please refer the below thread on how can we disable the password at windows login screen.
