Yes, you can get all required information for all resources using PowerShell or CLI, but you need to write a script that iterates the resource groups and resources and call different scripts to fetch individual object details. For more details, please go through Azure PowerShell - https://docs.microsoft.com/en-us/powershell/azure/what-is-azure-powershell?view=azps-8.0.0

Few VM sizes are currently not available in certain regions due to demand (this is the case for many free trial accounts VM sizes). The solution is to create your VM resources in neighboring regions during these periods of high demand. Microsoft is working around the clock to increase capacity, and it will be addressed soon. For more regular information, please follow the below thread
