In right-side pane, look for DevicePasswordLessBuildVersion DWORD.

The value of this DWORD would be set to 2 in your device.

Double-click on DevicePasswordLessBuildVersion and change its value to 0
Restart computer
Now open “control userpasswords2” or “netplwiz” programs and you’ll get “Users must enter a user name and password to use this computer” checkbox back.

It seems that system image has something wrong, you need to to clean install Windows 10 by a official image.

You need third-party tool to make it, Microsoft doesn't have this type of software

Sorry, Ctrl +X key combination belongs to Windows built-in design feature, Windows is a close system, we can't change its original design. What we can do is just redirect the key comb but not remove it, please understand.

You could collect windowsupdate.log and CBS.log for deep research

No way, Windows 7 product can’t be found in Windows 10.
When you bought Windows 7, you will get the product key on your computer or a label or card inside the Windows 7 installation CD box.
