As Windows update working well on VPN but feature update failed on VPN. So it is difficult to say VPN blocked feature update or feature update has some corruption files during downloaded through VPN or feature update can't lode necessary drivers or components during first boot. So if we want to clarify those issue, log analysis is necessary. However, Microsoft Q&A is a free and public forum which not provide log debug. We recommend to create a ticket for your issue.

Is it available to get update successfully when connection through VPN?
Is it available to access internet when using VPN?

Did you disable firewall and antivirus software when upgrade through VPN?

Hi Furkan,

It is not available to expand it in disk management console. If we want to keep the existing system version, third party software is necessary to do it.
Please refer to the following link for details about third party tool measure.
Error: We couldn’t update the system reserved partition

But as you know, Microsoft will always not recommend to use 3rd party tool on your device to avoid system potential risk. So we recommend to perform sysprep, and deploy image to old device.

I noticed it actually related with Jan. update, but the update failed reason is different as it has different error message about it. As you know, installation failed could be caused by many reasons even it is occur on a same update package.

For your issue, I would recommend to create a thread to follow up it more convenient.
