It sounds like that this is an issue related to Windows Server Clustering, and has nothing to do with Microsoft System Center Virtual Machine Manager.

Are you using IP Pools which can allocate the IP addresses to the VMs?
In addition, can you open the Hyper-V Manager, and choose Virtual Switch Manager, then deselect the Microsoft DHCPv4 Server Switch Extension.

To my knowledge, this issue only occurs on some Android devices encrypt data in ways that are inconsistent with certain Android platform standards. But, Samsung devices should be in the supported devices list.

Plus, to avoid prohibited from accessing Outlook mail before the issue is resolved, you can ask the Intune administrator to exclude your account from the Intune Compliance policy or Conditional Access policy.
