Thanks for your updating, according to your description, the issue only occurred when you invite the external users, is it right? If so, the issue may be more related to the account instead of Outlook client, so some troubleshooting methods in Outlook may not affect this issues. In order to further analyze it, could the issue be reproduced if you create the meeting with the same attendee in your own calendar instead of the shared calendar? If the issue only happen on shared calendar, it's suggested to deploy a new calendar as mentioned above to check(user mailbox or shared mailbox).

Thanks for your reply, according to your description, the issue occurred on these meetings whose notification were dismissed by youself, is it right? If so, please understand that the reminder would be changed to None once you click dismiss the reminder, which has nothing to do with whether you move this meeting. So the focus of the question should be whether the reminder still exists before you reschedule/drag it, we could check it via click the meeting like below:

Considering you could configure other account normally in your Outlook, the issue may be more related to your account. Did this account have any differences with your online educational account(O365) account? In order to further confirm it, if it's possible, it's suggested to configure this account on other outlook desktop client to check if it has any differences.
Also, based on my research, when adding an Outlook account for Microsoft 365 with a custom domain, we may receive your error, if this is your case, we could try to add some register keys to work around this issue, for more information, it's suggested to refer to this article: Something went wrong and Outlook couldn't set up your account

Thanks for your update, due to the issue occurred only recently, have you performed any special operations on certificate or on your server before? And what's the version of your Exchange 2013?
I tried to understand your error by machine translation--System.NotSupportedException:The certificate key algorithm is not supported.
Based on my research, I found it may be related to the certificate that assign to IIS service, the issue may occur if you have assigned this service to a certificate that is not supported in Exchange, please kindly check it in your EAC(Server>certificate), if it's your case, please try to re-assign the IIS service to default certifiacte--"Microsoft Exchange" for testing.
If that's not your case, due to I found some similar threads that mentioned the error may be related to .NetFramework, please check your .Net Framwork version and ensure that the version of your framework is supported to your exchange. For more information, please refer to the Microsoft .NET Framework part of this document: Exchange Server supportability matrix.
