I ended up reaching out to Microsoft support directly. The solution in the end was to go https://portal.azure.com and login with global admin. Go to Azure AD then click on the affected user and go to Groups. You need to remove them from the Default MDM Security Group.

This will remove the requirement for them to download/configure the company portal app and you should then be able to delete the app and the management profile. If it doesn't let you do this immediately then wait around an hour and try again. The only other way was to factory wipe the handset which is definitely not ideal and should only be done in extreme cases.

@KalpeshPatel-3287 Sorry that I was not clear in my previous reply. Once you remove the affected user from the Default MDM Security Group then you will also be able to delete the Exchange account from the device in Settings > Mail > Accounts.
