Jimmy, seems i have localized the problem. Trying to summarize.
I installed MS Teams under 1st main admin account with sudo command: sudo apt install teams
Then i tried to upload *.ppt file and everything was fine. No "file is empty" error message.
Then i relogged to the 2nd user account (not admin), which is mostly using MS Teams application, and then received the same error message "MS Teams: The file <....>.ppt Upload failed - file is empty!"
In both cases i have tried to upload files from user home Documents folders, so i think there was no file access questions.
Also i cant grant admin access to 2nd account.
Please let me know what to do next.

Hi Jimmy, i did what you suggested and it was no effect.
Teams raised the same error: "file is empty"
If you scroll down my post you may see the another person having the same error - OstrolkAdam-8411.
He said that he cannot send files (error file is empty) using downloaded .DEB package microsoft teams. Sending pictures is OK.
Thats exactly the same situation as i got.
Please let me know what we can do next for resolving this issue.

and yes, not only PDF files are not uploaded into chat. PPTX not uploaded as well. The same for DOCS. JPEG files are uploaded OK.
I think this is the right time for analyzing logs. Please let me know how to trace.
From Android phone files PDF, PPTX and other files are uploaded OK.
My Teams current version is the same 1.4.00.7556, but yesterday i have installed the update.
Earlier that error was with all the file names latin and local.
But now you are right, latin filename is Ok, local has a problem.
Now it is definitely encoding issue and has to be fixed.
