Sorry for my late reply. I can't reproduce this issue so i would suggest you raise a support request with Microsoft.

Did you try to use the anyone link directly in browser? Did it need to sign in? Per my test, i signed out of my account and cleared my browsing data then type the anyone link in browser, i could open the excel file driectly. Normally, with anyone links users can share files and folders using links that don't require sign-in.

You can only get file properties with "get files properties" option. To add file into approvals we have to get file content.
