Try to modify your script file as:

 odbcconf.exe /A {CONFIGSYSDSN "ODBC Driver 17 for SQL Server" "DSN=YourDataSource|Server=YourServer|Trusted_Connection=Yes|Encrypt=yes|TrustServerCertificate=yes"}

If you modify them in the ODBC Manager, don't forget to test whether the connection is successful after the modification.
