I'm going to ask you to provide more detail regarding your setup so we have a better understanding of what you are trying to accomplish.
From that screenshot, it looks like you are using Azure DevOps Pipelines. Azure DevOps is a pretty large set of services so they have their own dedicated forums with dedicated DevOps specialists that you can work with:

It's possible to integrate Azure Virtual Desktop with DevOps and from an Azure Virtual Desktop perspective (looking at the tag) you can absolutely view VMs. To view AVD VMs you would need to deploy a host pool and join the VMs into AD/AAD and then register them in the host pool.

(Sorry for the mixed flow of messages, I'm updating this as new troubleshooting information is being brought up).
It looks like there are special properties with Platform Image Repository (PIR) images that are published as private offers. If you go to the portal and attempt to create a VM with the desired image they won't work correctly. It appears that you need to create a link similar to the one below (while the PIR image is in Private Offer) and you need to add the subscription in the private offer so that it allows trusted launch VM creation.

My understanding is that you can manually start this maintenance yourself via one of the methods mentioned in the email which likely points to portal or CLI start maintenance on your VM instructions and this can be done within the 5 day window that was outlined. No worries! I reached out internally to get some more guidance on this and it looks like there is an API version requirement to support securityType (which looks like it was added in December of 2020). What API version are you using? If nothing else, it will be good to rule that out.

I want to make sure I've got a complete understanding of your setup:
You've created a virtual machine offer (which is in private preview)
The offer supports Trusted Launch
A SAS URI was required when specifying the image
You've verified that your offer can be manually deployed to use vTPM
Deploying the offer results in the error "Use of TrustedLaunch setting is not supported for the provided image."
While there's a limit to what I'll be able to do to help with deploying a virtual machine offer to the marketplace, it maybe worth taking a closer look at the manual verification. You mentioned that vTPM is on your custom image but are you able to verify that trusted launch shows as enabled? I'm wondering if there may be an additional set of requirements in order for that flag to be set, even if you are using the correct gen/virtualization for vTPM to work (and apologies again as creating marketplace offers is outside my area of specialization). I would make sure that's 100% verified before troubleshooting possible shared access signature (SAS) causes.

No worries! I've been exploring additional options but it looks like as a third party you would use Azure Virtual Machine which does not yet have trusted launch support. This is a feature that is actively being worked on, however, so hopefully it will be supported in the not too distant future (I don't have a target date yet).
