Issues with CodePlex 03/23 - Mitigated

We have experienced an issue with CodePlex where customers would have had issues hosting projects between 20.19 and 20.35 UTC today.

This issue has since been mitigated and DevOps teams are actively investigating to prevent any recurrence.
