Feature for #getSystemAvailableFeatures and
#hasSystemFeature(String, int): If this feature is supported, the Vulkan
implementation on this device is hardware accelerated, and the feature version will indicate
the highest VkPhysicalDeviceProperties::apiVersion supported by the physical devices
that support the hardware level indicated by #FEATURE_VULKAN_HARDWARE_LEVEL.
