EffectiveDate	Gets or sets the date this meter is in effect (in UTC).
Id	Gets or sets the meter unique identifier.
IncludedQuantity	Gets or sets the included quantity which is free of charge.
Name	Gets or sets the name of the meter.
Rates	Gets or sets the meter rates. The dictionary key is the meter quantity and the value is the meter rate.
Region	Gets or sets the region.
Subcategory	Gets or sets the subcategory of the meter. Example: SKU.
Tags	Gets or sets the azure meter tags.
