Debuggable Project Cfg. Debug Launch(UInt32) Method
Starts the debugger.

This method is called when the user selects the Launch menu item (F5). The set of flags specified in
grfLaunch should be the same that were used in a prior call to the QueryDebugLaunch Method to determine whether or not the debugger could be launched.
Implementers: this method (and its interface) can be implemented in a project to launch custom programs under the debugger. To do the actual work of launching the program controlled by a project, call LaunchDebugTargets2 Method. An example of this can be found in the My C Packagesample.
