Creates a reader of the specified memory block.

- buffer
- Byte*
A pointer to the start of the memory block.
- length
- Int32
Length in bytes of the memory block.
Exceptions
buffer is null and length is greater than zero.
length is negative.
The current platform is not little-endian.
