Overview of Microsoft Return to School
With Microsoft Return to School, schools can reopen responsibly, monitor intelligently, and protect continuously with capabilities for a safer learning environment. Microsoft Return to School can equip schools and their administrators with the tools to more effectively monitor and manage a safe return to class. Microsoft Return to School empowers students, parents, guardians, teachers, and other staff to return confidently with self-service tools, while helping administrators make informed decisions to ensure safety.
The main modules of the Microsoft Return to School include:
School Management app, Testing administration hub app, Check-in hub app, and Return to School Portal give school administrators the tools they need to monitor and manage the return of students and staff to school. These apps help schools with daily attestation and access controls, periodic testing, case management, and manual contact tracing. The Return to School Portal app is designed as a self-service tool for students, parents, guardians, and staff.
Dashboards and analytics help school administrators view historical trends of key program measurements, such as daily attestations and cases. Dashboards show metrics for reopening and analytics measure testing efficacy and operational performance.

Power Apps per user license is an alternative option; Dataverse capacity and Power Automate capability are included in Power Apps per app and Power Apps per user licenses. Requirement for a Power Automate per flow license to be evaluated on a case-by-case basis. For example, potential scenarios (not an exhaustive list) where an implementation requires (a) testing of more than 50 individuals per day, (b) sending portal invitations to parents/guardians in bulk, or (c) a workflow to automate creation of student or parent/guardian records from the student information system or CSV. Customer is responsible for ensuring that their implementation of Return to School complies with all laws and regulations applicable to Customer's use.
Customer is responsible for complying with all laws and regulations relating to their use of Return to School, including maintaining the confidentiality of student healthcare information and records, and obtaining proper parental or guardian consent for dependent students.
Return to School provides a sample template and is provided "as is" without warranty of any kind. Customer bears the sole risk and responsibility for any use of Return to School.
Portions of Return to School have been created using current information about COVID-19 from the Centers for Disease Control (CDC) and World Health Organization (WHO) as of February 2021. New information may not be fully reflected in the app template. Customer is expected to update and customize the app template as appropriate for their own needs.
Customer should implement administrative, physical, and technical safeguards to protect personal data that are no less rigorous than accepted industry standards, and should ensure that all such safeguards, including the manner in which personal data is collected, accessed, used, stored, processed, disposed of, and disclosed, comply with applicable data protection and privacy laws.
The customer is responsible for ensuring their organization’s use of RTS complies with all applicable state, federal, and local laws relating to student healthcare data. The customer is also responsible for maintaining the confidentiality of student healthcare information and records, and obtaining proper parental or guardian consent relating to any use of Return to School.
Customer should provide notice and obtain meaningful explicit consent before data collection takes place. Notice of data collection should include:
Purpose of data collection.
Type of data that will be collected.
Description of processing, including primary uses, any secondary uses, and the anticipated retention period of the data.
