GET /me/settings/
Request with a 'user id' or 'userPrincipalName' is only accessible by the user or by a user with the User.ReadWrite.All permissions. To learn more, see Permissions.
GET /users/{id | userPrincipalName}/settings/

If successful, this method returns a 200 OK
response code and userSettings object in the response body.
