Higher layers that accept new connections SHOULD place the DirectPlay 8 Protocol in listening mode. The protocol SHOULD begin treating CONNECT messages from previously unknown sources as attempts to establish a connection and SHOULD respond with CONNECTED or CONNECTED_SIGNED messages, as specified in section 3.1.5.1.1.
