The vendor-specific option data contains the ANDROID_METERED setting when the vendor-specific option data includes the string "ANDROID_METERED".<8> The string is encoded as ASCII octets, does not include the surrounding quotes, may or may not be NULL-terminated, and may be in any position in the vendor-specific option data.
