The transport is unchanged from [RFC1002] except that
name resolution is supported only over UDP and not TCP. The term "NetBIOS
over TCP" refers to the standard protocol in the same way as [RFC1001] and
[RFC1002] do; that is, "TCP" refers to "TCP/IP".
