A server sends this message to indicate its version information to the client.

Header (8 bytes): A SERVER_IO_HEADER request header. The FunctionId field MUST be set to CAPABILITIES_REQUEST (0x00000005).
Version (2 bytes): A 16-bit unsigned integer. This field SHOULD indicate the version of the server-side implementation of the PNP Device I/O Subprotocol.
