All outbound fragments MUST have been received. All outbound fragments have been received when the client's Send Window (Call)'s Fragment_base value is greater than its Fragment_final value. If the Call State is STATE_SEND_FRAGS, the Call State MUST change to STATE_DISPATCHED. When the Call State changes to STATE_DISPATCHED, this MAY trigger a call queuing operation as specified in section 3.2.2.4.1.5.
